The Happy City Index (HCI) prototype was developed by Happy City and the New Economics Foundation (NEF) in collaboration with local, national and international experts. Between 2011-2014 we undertook widespread consultation and grassroots research into what was needed and what ‘mattered’ in local communities. This was followed in 2015 by the first version of the Index framework, criteria for indicator selection and the first full indicator set.
The Index does not cover Scotland - it covers England and in 2018 is developing a Welsh version - but is useful tool for those seeking to challenge the current paradigm that narrowly defines progress by economic measures of consumption and wealth creation.
