This report assesses whether or not CCPS' concerns about the coverage of issues set out in the 'Changing Lives' review of social work in Scotland were well founded, and whether or not Ministers' aspirations for the role of social care have been adaquately met in the first round of the thirty two Single Outcome Agreements (SOAs). Evidence is presented in two sections: 1) a content analysis of SOAs covering references to social care, independent living, housing support and employability, social care client groups, service design and service delivery and 2) a commentary on the content. Report concludes (amongst other things) that references to social care services do not feature prominently and that there is a lack of narrative in the documents as to how services will contribute to meeting national outcomes and indicators.
