Carers Act Transformation Support (CATS) Fund

The Carers Acts Transformation Support (CATS) Fund Round 3 has opened

Scottish Government have set aside a budget of £400,000 to provide funding via a third round of the Carers Act Transformation Support (CATS) Fund. The main purpose of this Scottish Government short term funding (as described in the Financial Memorandum to the Carers (Scotland) Bill) is to develop local capacity through improvements to systems or technology etc. rather than delivering direct services or support to carers (which is funded locally).

In rounds 1 and 2 we awarded grants totalling £448,011 to 38 unique organisations across 24 local authority areas, benefitting 50 organisations and focussed on transformation costs around systems such as IT (hardware/software) accounting, data collection, data protection. . A full evaluation of rounds 1 and 2 will take place in June 2019, however interim feedback from organisations has shown that wide range of benefits have emerged from this Scottish Government investment to date.

One year on from the introduction of the Act, we are looking to build on previous investments and continue to develop the capacity of third sector organisations who have a role in the local implementation of the Act and have expanded the type of activity CATS will consider funding. As in rounds 1 and 2, CATS round 3 will not fund the delivery of direct services or support to carers, which is funded locally.

Round 3 of this fund will enable third sector organisations who have a role in local implementation of the Act the opportunity to apply for small grants to:

  • Develop/test new approaches in relation to contributing to specific outcomes from the Carers Act Implementation plan
  • Participate in organisational training and development activities in relation to contributing to specific outcomes from the Carers Act Implementation plan
  • Support IT systems purchase and development in relation to contributing to specific outcomes from the Carers Act Implementation plan

The amount available for distribution via this grants programme for 2019/2020 is £400k, with grant awards up to £10,000 available for single applications. We welcome collaboration between organisations and will consider larger awards where collaborative approaches demonstrate economies of scale, wider sector benefit and innovation.  The funding awarded to an organisation must be spent by 31st March 2020 and activity completed by that date also.

A budget of around £400,000 has been set aside by the Scottish Government to provide funding in 2019/2020 to third sector organisations involved in the local implementation of the Carers (Scotland) Act 2016. 

There were two rounds of funding and we were able to support a total of 47 applications from organisations across Scotland to develop their capacity through improvements to their systems and/or technology. See what we have funded 

A total of £448.000 has gone directly to the sector in CATS grant payments and these organisations are working towards putting the CATS investment to excellent use throughout their organisations to ensure that they have the capacity to implement the Act.
