This paper, developed by the Refugee Council in partnership with leading refugee and human rights agencies, attempts to set out a positive, alternative agenda for improving the asylum system in Europe and in so doing provides a starting point for debate. It begins by establishing some key principles and approaches and goes on to indicate how they might be applied.
